Royce did say that, but I think this myth has been exaggerated. Projects were using "waterfall" for decades (or centuries) before he said it. He is often credited with "coming up with waterfall" as a joke and example of how not conduct software projects. That's not accurate. He didn't come up with it - although he clearly did not like it! Interestingly, early ENIAC development was more "agile" although the concept was unknown at the time. It was because real scientists were programmers then and that's just the way they worked. Truth is, there are MANY good examples of both agile and waterfall projects, and there are just as many bad ones.

Use the right tool for the job - one isn't better than the other.

David,

I attended Chris' class last year also and it has influenced my teaching style dramatically. He's a great guy and an excellent teacher and coach. I highly recommend him to anyone who wants to learn about collaboration, scrum, and teaming.

Don't forget, when Royce presented "Waterfall" in 1970, in his presentation he did say, that of course no one would really develop software that way. People just didn't hear that part.

Having worked under all of these paradigms, I can tell you I positively hate waterfall if you can't dial back the process to a rational level. I've been on some projects that were in the hundreds of man hours that required the same level of documentation, artifacts, etc as projects of 10s of thousands, even hundreds of thousands of hours.
